Hon. Bangalee Trawally
Chairman, Board of Advisors,
Minnesota
Mandingo
Association
Minneapolis, Minnesota, USA
Dear Mr. Chairman,
I write to remind you that the constitution of MMA (Minnesota Mandingo
Association) is not children's law
because children's law can be
broken anytime without warning.
Julius Caesar, one of Rome’s famous generals said to conspirators when he
was asked to grant pardon to Publius
Cimber who was expelled from Rome by
Caesar by law that, "I must prevent thee
Cimber, these couching and these
lowly curtsies might fire the blood of
ordinary men and turn pre ordinance and
first decree into the law of children,
be not fond to think that Caesar bears
such rebel blood".
Mr. Chairman, our current President Mr. Musa Kamara has no legal basis to
draft our constitution without any
petition or two third of the vote as
stipulated in the constitution. I
therefore want to bring to your
attention that the current draft of our
constitution is undemocratic and has to
be halted immediately through your
swift intervention. Death should not be
a constitutional matter, but rather a
matter of policy within our community.
I am not signifying that Mr. Kamara cannot amend the constitution; I am
saying that it has to be done in
accordance with the old constitution of
our organization. Allowing Mr. Kamara to
amend the constitution without legal
backing will give rise to future
problems. Prevention is better than
cure. Article XI section 1 of our
constitution drafted on December 23,
2003 states that, “The constitution
shall be opened to amendments. Section 2
says the proposed amendments must be
submitted to the President in writing
explaining the rationale of the
proposal; Section 3. The amendments
shall be effective upon approval by 2/3
majority of eligible voters.
Right now, if we allow Mr. Kamara to do what pleases him and his
administration, what will we tell Mr. or
Mrs. X and his or her administration in
the future when he or she decides to
change something in the
constitution that they don't agree with?
Please, Mr. Chairman, I beg you in the
name of justice to stop this act of
dictatorship.
With great regards for you and your good office, I remain resolute
and anticipate a swift and decisive
action from you.

Respectfully,
Ousman Bamba (OBE)
