1-Declaration
of intent of Candidates aspiring for position in
the upcoming 2010 LIMAP Elections:
All candidates
interested in running for office in the 2010
up-coming LIMAP Election must submit a
written letter declaring his/her intention to
contest and specify the position for which
he/she intends to run. The letter MUST be
addressed to the chairman of the LIMAP’s
Election Commission. The deadline for all
applications is Tuesday, August 8, 2010 @ 7 pm
Eastern Standard Time. All late applicants will
be automatically disqualified with no exception.
Applications will not be accepted without the
required fees; see below.
The application
fees for the opened positions are as follow:
1. President: $
125.00 USD
2. Vice President:
$ 100.00 USD
3. Secretary
General: $ 75.00 USD
4. Treasurer: $
75.00 USD
5. Chaplain: $
50.00 USD
6. Board members:
$100.00
Board of Directors:
While it must be
understood that these election guidelines apply
to both candidates running to serve on the Board
of Directors and candidates running for position
on the Executive Leadership, the Election
Commission has opted to make the following
specificities with respect to the Board.
A) All board
members running for reelection must meet all
financial obligations of LIMAP. This includes
the $65.00 annual membership fee to be eligible
to run.
B) All Board
members who are interested in running for
reelection must resign their current position in
LIMAP. These individuals must do so by
submitting a written letter to the current
president of LIMAP.
C) All
persons running to serve on LIMAP’s Board of
Directors must be a Pennsylvanian resident who
have resided within the State for at least two
years.
2- Introduction/identification of campaign
team.
Candidates must
submit a team list indicating names of every
person and the respective position each person
on the team is contesting. Besides, every team
must indicate a team of at least 3 persons and
at most 5 persons who shall form the Team’s
Campaign Committee.
3- Permanent address and contact
information
All candidates are
required to submit a permanent address and
contact information for smooth flow of all
correspondences between the Election Commission
and the contestants.
4. Campaigning
Season
It is important
that all candidates await full certification
from the Election Commission before engaging
into full campaign activities.
5. Positions to be
contested
1. President 2.
Vice President 3. Secretary General 4. Financial
Secretary, 5Treasurer 6. Chaplain and 7 Boards
of Director of LIMAP.
7. Presidential
candidates are scheduled to have debates on the
25th of September of 2010 and on the
26th of September 2010, the LIMAP’s
elections will be held. Polling station/stations
will open at 9:00am Eastern Pacific Time and
close at 6:00pm prompt Eastern Pacific Time. All
Campaigns are officially declared closed on
Saturday September 25, at 12am.
8. All candidates
who are presently holding position in the
current administration must relinquish such
position to be eligible to run for new
positions. Such documentation must be submitted
to the president of LIMAP. Failure to do so will
result in disqualification of that individual or
aspirant.
9. All candidates
must have one representation at the polling
station during the day of the election. This
person shall be the official representative of
the candidate during the counting of ballets.
This meant to avoid any dissatisfaction or
ambiguity in the electoral process.
10. The election
result will be announced at 9:00pm Eastern
Pacific Time on the same day of the election.
This will be exactly three hours after the
polling stations have closed.
11. Any decision,
with respect to provisions that are not clearly
specified within the constitution regarding the
guidelines of this election, will be left with
the LIMAP’s Board of directors to decide the
final saying.
12. Any candidate
suspected of using verbally profane languish and
perpetrating character assassination, personal
attacks, physical attacks, or exhibiting unruly
behavior against his/her opponent during the
course of this campaign rather than running a
productive and respectful campaign, will be
immediately disqualified.
13. Candidate who
feels mistreated, insulted, publically ridiculed
or disrespected by a fellow candidate at any
time during the course of this campaign must
file a report of such incident within 24 hours
from the time of the occurrence of the incident
to the election commission. And the election
commission will investigate and try to resolve
the complaint , if the candidate involved is
found guilty of such allegation, that candidate
will be disqualified with immediate effect. And
a copy of the Commission’s decision shall be
sent to the board and executive for its record.
On the contrary, candidates must have a valid
and substantial evidence for all alleged
complaints before filing them to the Election
Commission via a writing document addressed to
the Chairman of the Commission. Any candidate
found spreading false or misleading information
during the campaign period, shall be
disqualified upon gathering facts to
substantiate such act by the Election
Commission.
14. If the
election commission decides to disqualify any
candidate due to violation of the election
guidelines, or for any other reason/reasons, a
copy will be sent to the executive and board.
15 The election
commission shall certify all the candidates that
have been clear by the LIMAP administration. No
candidate shall run campaign until they are
clear by the election commission.
16. Any candidate
who feels dissatisfy after election results have
been announced, must submit a written letter to
the Election Commission giving reasons for his
/her dissatisfaction with the election results.
Such complains shall be addressed to the
Election Commission Chairman’s office and cc
copied to the Board of Directors and executive
within 24 hours after the announcement of the
results.
17. Candidates
serving in the executive or on the board who are
interested in running for office must resign
their post with immediate effect and submit a
letter declaring their intention to run for such
position.
18. Voters
registration will begin on August 15, 2010
through Sept 15, 2010.
19. All
presidential candidates are required to submit a
complete list of officers who will serve on
their administration. For example: Vice
president, Secretary General, Treasurer,
Financial Secretary and Chaplin. Failure to
submit a full administrative team list will
leave the Commission with no alternative but to
disqualify that candidate.
20.
Voters eligibility
All voters must be
in compliance with the following perquisites:
- Mandingo and
Mandingo descent
- Must be at
least 18 years older to cast ballot
- Must provide
or submit a valid PA residence
identification card, work authorization
card, a valid Liberian passport or a
Liberian birth certificate in order to be
eligible to vote.
- Must have
resided within the state of Pennsylvania for
at least three months to be eligible to vote
- Must be in
good financial standing by paying $15.00 of
which $5.00 will go towards voter
registration and $10.00 towards membership
fee.
- A voter’s
inabilities to speak Mandingo will not
disqualify him/her from casting ballot.
- A person’s
name will not be used as a criterion for
eligibility to vote. For example, James
Jones, Alexander Donzo, Paul Kamara, Josiah
Chelsea, Mark Savani and Austin Ajevon. As
long as you meet the membership criteria of
LIMAP, you are eligible to vote.
- Any attempt
on a voter’s part to commit fraud in any
shape or form during the casting of ballot,
will leave the Election Commission with no
choice, but to declare that ballot null and
void.
With the trust
invested in you the candidates, it is this
Commission’s utmost expectation that you will
run a clean, professional and dignified campaign
that will reflect your moral character and
ability to lead this community to its highest
height.
